Is ICC controlled or governed by Indivisible HQ?
No. ICC is completely independent. Indivisible HQ does not direct our leadership, our decisions, our structure, or our work. We are not under their umbrella legally, financially, or organizationally. ICC operates under Felicia’s Action Network (F.A.N.), Inc., a Texas-registered nonprofit with its own leadership, mission, and strategy.
We choose to collaborate with Indivisible HQ when it benefits our community — not because we are required to. ICC’s loyalty is to the people of Comal County. Our work, our voice, and our direction come from the needs and values of this community, not from any national organization.
How does ICC connect to Indivisible National (HQ)?
ICC is part of the national Indivisible network in the same way thousands of local chapters are — we share values around protecting democracy, voting rights, accountability, and community power. We receive resources, calls-to-action, and updates from Indivisible HQ when national issues affect our community, and we participate in the larger movement when it aligns with our local priorities.
Our connection is based on mission and collaboration, not control. ICC decides what actions matter for Comal County. When something from Indivisible HQ supports that mission, we use it. When it doesn’t fit our local reality, we don’t. It’s that simple.
How does ICC communicate with members?
We use a layered communication system so you always get information in the way that works best for you. The F.A.N. mobile app is our primary tool for real-time alerts, rapid-response updates, and anything time-sensitive. Once you download the app, you can turn on push notifications, email notifications, or both — whatever fits your style and your schedule.
Inside the ICC space on the F.A.N. Community, you’ll find ongoing discussions, volunteer updates, resources, and deeper context for people who want more than quick alerts. We also send occasional email updates for those who prefer long-form information.
Social media is only used for public posts, not internal organizing — too much gets lost or distorted there. Our priority is accuracy, clarity, and keeping our members informed without noise, confusion, or misinformation.
How do I join ICC?
Joining ICC is simple. Anyone who wants to stay informed, get involved, or take action in Comal County can join. Start by signing up through any of our volunteer forms, newsletters, or event RSVPs. Once you’re in the system, you’ll receive a welcome message with instructions on how to access the ICC spaces inside the F.A.N. Community.

How is ICC different from the Comal County Democratic Party?
ICC is not connected to the Comal County Democratic Party — or any political party, including the Republican Party. We are not affiliated, governed, influenced, or directed by any party structure. ICC operates independently under Felicia’s Action Network (F.A.N.), Inc., and our work is grounded in community needs, not party priorities.
We support efforts that align with democratic values — lowercase “d” — meaning transparency, accountability, voting rights, human dignity, and the protection of our community. That support can come from Democrats, Republicans, independents, or anyone committed to serving the public with integrity.
We don’t function like a party. We don’t engage in party politics. And we don’t participate in internal party dynamics. ICC is people-centered, values-driven, and focused on strengthening civic participation across the entire community. Collaboration is based on alignment, not affiliation.
Does ICC endorse candidates?
ICC can endorse candidates, and we have done so when it serves the community and aligns with our values of transparency, accountability, and public integrity. Because ICC operates under Felicia’s Action Network (F.A.N.), Inc. — a Texas nonprofit corporation, not a 501(c)(3) — we are not legally restricted from issuing endorsements.
That said, endorsements are rare and intentional. ICC’s main focus is civic education, voter engagement, and helping people understand what’s on the ballot. When we highlight a candidate or provide information during election season, it’s to make sure voters have clear, accurate details — not to pressure anyone or push party-driven messaging
Your participation is always your choice. ICC supports informed voters, not blind loyalty.
Is ICC a political party?
No. ICC is not a political party, and it does not function like one. We don’t answer to party leadership, we don’t operate under party rules, and we don’t exist to protect party interests. ICC is a community-centered organizing team focused on facts, transparency, and civic participation. Our work is rooted in helping people understand what’s happening in their county, how decisions are made, and how they can use their voice effectively — regardless of political affiliation. We are issue-focused, people-centered, and independent.
What does ICC actually do?
ICC helps people understand local issues, elections, policies, and decisions that impact daily life in Comal County. We provide voter education, community briefings, action steps, rapid-response organizing, and support for residents who want to take part in civic life. ICC volunteers also help with research, outreach, event coordination, canvassing, and advocacy around key issues affecting the community. The goal is simple: equip people with the information, tools, and support they need to show up with confidence and make their voices heard.

ICC operates under the nonprofit umbrella of Felicia’s Action Network (F.A.N.), Inc., which handles the structure, compliance, communication systems, and operational support that make the work possible. ICC is the organizing arm — the team that engages volunteers, mobilizes the community, and responds to local issues. F.A.N. provides the foundation; ICC carries out the action. They work together, but ICC is one branch inside the larger nonprofit structure, not a separate organization.
